December 20, 2002 - TSA Revises Rules for Holiday Travel

The Transportation Security Administration (TSA) advised today that air travelers should avoid putting food or undeveloped film into packed bags, and should not lock their suitcases. The agency is already screening some checked bags for explosives, and will screen all checked bags by December 31. Some equipment for detecting explosives is done by measuring the density of objects; chocolate, cheese and other processed foods seem to have the same density as some explosives.

It is expected that scanning machines will automatically clear 70 to 75 percent of the bags, and that operators, looking at computer-generated images, will clear most of the rest. But the remainder will have to be opened. If screeners open a bag, they will insert a note indicating that they performed a search of your personal items. It is strongly recommended to pack personal items in clear plastic bags so the screeners can view the contents without having to handle your personal items.

The agency also advises travelers not to wrap gifts, whether checked or carried on they are subject to search and may have to be opened for inspection.
